Reverse double-struck or overstruck? There is something odd about this reverse: Aequitas would seem to have a second right arm pointing to the V of the legend; the cornucopiae is not manifestly held in l., but floating a bit to the right of it; and there is an intentional mark of mysterious character in the r. filed just r. of the cornucopiae.
